Description

The Creative Services Design Branch Manager leads a team of creative professionals responsible for solving communications challenges through visual and interactive designs. As part of the Creative Services section in TxDOT’s Communications division, this position oversees TxDOT’s brand identity and standards and works closely with the section’s other Web, Media Production, and Operations branches to ensure unity, accessibility, appeal, and user engagement for diverse creative deliverables, ranging from web and video to reports and presentations to conferences and events to story maps and data visualizations. The Creative Design Branch Manager is the de facto art director for the agency, working to stay apprised with design trends and technologies, put an editorial eye on all branch work, and develop and refine production and QA processes to meet TxDOT’s high-paced and high-volume creative design needs. This position reports to TxDOT’s Creative Director and offers flexible work strategies, including the option to work remotely on some days per week and office at the state-of-the-art Stassney Campus.

Position Description

The Creative Services Design Branch Manager (TxDOT Title: Publishing & Design Branch Mgr) oversees day-to-day Creative Services Design Branch production processes and activities for the Creative Services Section of the Communications Division. Supervises a group of creative professionals by conducting regular team meetings, identifying priorities, setting goals and deadlines, proofing and reviewing work for quality and accuracy, and anticipating new projects for team members. Provides diverse, complex information through design oversight of multiple types of media, including web and print designs, and developing creative content for educational outreach projects. Reports to TxDOT’s Creative Director. Work requires extensive contact with governmental agencies, private entities and the public. Employees at this level are self-supervising and assume direct accountability for Design Branch work products.



Requirements

Essential Duties:

  • Analyzes, evaluates, and make recommendations concerning existing information technology/systems processes and the development of new procedures, standards, tools, and techniques.
  • Composes, edits and/or reformats a variety of materials including reports, studies, brochures, publications.
  • Develops information and educational programs for employees and the public.
  • Ensures extending brands through events and product offerings.
  • Maintains knowledge of communications technology trends and uses web analytic and metrics tools to report use and trends, and contribute to standards and guidelines.
  • Oversees branding and brand building for print publications and online brand extension projects, including web sites, social media, and events.
  • Oversees the preparation of all print and online collateral including graphics, text, and tables; and determining the size and arrangements of illustrative material and copy.
  • Oversees the research, planning, developing and producing of various written, audio/visual/photographic materials.
  • Prepares and presents information on various programs, projects and activities at professional meetings, seminars and conferences.
  • Serves as content team liaison to support project implementation and maintenance, including troubleshooting issues and addressing user interface problems.
  • Serves as representative in interagency groups and on technical committees.
  • Performs other job responsibilities as assigned.
     
 

Minimum Qualifications:


Education: Bachelor's Degree in No Specific discipline
Experience: 5 years Writing, Editing or Journalism
 (Experience can be satisfied by fulltime or prorated part-time equivalent)
-Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Must have two (2) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications:

  • Experience working at creative agency or marketing firm
  • Work with national or statewide outreach campaigns or programs

  • Preparing correspondence/documents using correct spelling, grammar and punctuation; proofreading and reviewing documents for clarity and consistency
  • Composing and proofing correspondence
  • Communicate effectively
  • Understand and explain limitations and capabilities of computer systems and of techniques used in design and publishing to both technical and nontechnical staff
  • Design web pages; handle multiple projects; schedule, test and install web pages;and to communicate effectively
  • Work to understand stakeholder issues and resolve conflicts
  • Initiates and supports quality management activities and performance management measures to provide the highest quality products and services that meet the needs and requirements of internal and external customers
  • Collaborates and cooperates with others and builds effective working relationships with internal and external members to accomplish organizational goals
     

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
